Certain kinds of visual elements are conducive to being handled in Flash.   This is especially true when other elements on the target web page are also presented in flash, as the requirement of the browser supporting flash is much greater.   Flash animation can lead to significant file size reductions while enabling a much more complex treatment to the animation.
